The S-rank Sasori of the Red Sand’s puppet manipulation and creation skills top my strongest Naruto Characters list. He killed Sunagakure’s strongest Kazekage, the Third.
His puppets Sanshouo, Kuroari, and Karasu killed some of his victims without them ever seeing him (and he had at least 290 human puppets at one point). He also controlled 100 puppets simultaneously.
His puppets aren’t ordinary ones either. Only Sasori could construct human puppets.
That’s disturbing, especially considering these puppets can use chakra and perform their human techniques.
34. Urashiki Ōtsutsuki
I had to include someone who’s truly from a primordial clan of heavenly creatures that wander the universe looking for planets with loads of chakra to deplete and get more strong, eliminating all life.
Urashiki is a major threat, therefore Kaguya had to prepare for him and his clan. He may be stronger than Jiraiya.
33. Sakumo Hatake
He was strong and battle-ready. He was always a genius and could execute any critical mission alone.
Yamato masters wood release.
He first joined Naruto to rescue Sasuke and control Naruto’s beast. That suggests Yamato’s enormous potential.
Hashirama cell injection in childhood gave Yamato insane wood releasing techniques. He can control any tailed beast, which is rare.
Akatsuki’s sidekick Hidan was nearly invincible. Earth Grudge Fear ninjutsu is responsible.
This technique allowed Kakuzu to quickly patch up his wounds and launch many long-range attacks.

Mu rules Onoki as the Second Tsuchikage. He’s as nefarious as he looks. He is dubbed the Non-Person because he never leaves a chakra trace or physical form.
Thanks to his invisibility. He is also one of the most powerful sensor ninjas, able to detect distinct chakra signals even in a crowded place and escape seemingly impossible techniques.
Mu can split into two to flee, but this reduces his power by half. He can lessen his weight to fly and use Dust Release like Onoki.
28. Gengetsu Hozuki
Gengetsu, the Second Mizukage of Hidden Mist Village, was killed by Mu, who also perished. Gengetsu, who resembles a Japanese gangster, is ideal for leading a violent town.
His ninjutsu is so powerful that some Allied forces are still stuck in it despite his warnings.
His Water Release turns him into liquid and creates fast-moving bubbles, while his Fire Release shoots fire bullets. He can also make a water-oil clone.
The steam-filled clone explodes, causing widespread devastation.
After that, the water vapor used to recreate the clone creates hail, producing an unending loop of explosions.

27. Third Raikage
His village calls the Third Raikage “The Strongest Shield” because of its durability. The Fourth Raikage was a wrestler; this one is a gigantic berserker.
He fights the Eight-Tailed Beast alone when it rages anew, using his immense strength.
Lightning Release Armor, greater than the Fourth Raikage’s, boosts his defense. He can only be hurt if he accidentally pierces his body with his armor-sharpened finger.
26. Shisui Uchiha
His history made him a popular favorite despite his pre-series death. Itachi Uchiha’s best friend Shisui is also a genjutsu expert.
He is renowned as Shishui of the Body Flicker because he can leave several afterimages of himself.
Shisui uses Kotoamatsukami, the highest-level genjutsu because he has the Mangekyo Sharingan.
This creates a powerful genjutsu that convinces the target to act on what is controlled in their head. Without Danzo, he would have used it on the clan to stop their coup.
He also has a Susanoo that gives him greater defense and fires needles at many opponents at lightning speed.
25. Kabuto Yakushi
This Kabuto Yakushi has Sage Mode. This form made him a fearsome opponent, and some compared him to Orochimaru.
This form of his is Orochimaru that grew obsessed with transforming himself owing to the greed of achieving multiple jutsus alone for himself.
Kabuto is capable of employing Nature Energy to perceive foes easily, as well as intensify his techniques.
Like Orochimaru, he may escape when injured. DNA manipulation lets Kabuto summon the Sound 4, Kimimaro, and Orochimaru. He can use their signature techniques.
His eyelids protected him from the Mangekyo Sharingan’s genjutsu, like a snake’s.
24. Izuna Uchiha
Madara’s younger brother Izuna unlocked and discovered the Mangekyo Sharingan.

22. Sakura Haruno

Naruto and Sasuke become two of the strongest ninjas ever by the end of the series. Sakura is strong, but her comrades’ great might makes her look weak.
Sakura defeats the wicked puppet master and Akatsuki member Sasori. Overall, Sakura is one of Naruto’s strongest and most underestimated characters.
Hanzo, the Rain village leader, called Jiraiya, Orochimaru, and Tsunade “Sannin” in their youth. Ninja villages revered him. He won the second great ninja war.
20. Minato Namikaze
The Fourth Hokage’s bravery is still remembered. The animated series relies on his sacrifice to defeat the Nine-Tailed Fox, which is why he made our list.
Minato became one of the greatest ninjas after training with Jiraiya, a Sannin triad member.
Minato was chosen as the Leaf Village’s Fourth Hokage over Orochimaru, a legendary Sannin, due to his performance in the Great Ninja War.

Gaara is nearly impregnable in sand armor. He starts as a villain dispatched to harm the Village Hidden in the Leaves, but he quickly becomes a trusted ally.
Kakashi was a great shinobi trained by the Fourth Hokage before Obito gave him his Sharingan eye.
After getting the eye, he became known as “The Copy Ninja,” a warrior who could quickly acquire Jutsu from other ninjas.
Kakashi is called “the ninja who duplicated over 1000 Jutsu” in the anime.
Team 7 captain Kakashi taught Sasuke, Sakura, and Naruto. This shinobi is also a veteran of the Anbu Black Ops, a ninja tactical unit. Kakashi is one of Naruto’s strongest and most popular characters.
Despite her severe dread of blood, Tsunade is considered the strongest female kunoichi and one of the best medical ninjas of all time (a fear that she later overcomes).

16. Killer Bee
Killer B follows. B uses the Eight-Tailed beast’s abilities to avoid becoming cursed like other shinobi with demons.
B befriends his demon after years of struggle. B teaches Naruto to use his demon power to get stronger.
Despite his power, B wants to be the world’s best rapper, not a shinobi like Naruto. He speaks and fights in rhymes.
B eventually inherits the power of Kisame Hoshigaki’s Samehada, a chakra-sucking sharkskin sword.
Jiraiya is the anime’s strongest character and one of Hidden Leaf’s best professors. Jiraiya trained Naruto, the Fourth Hokage, Nagato, Konan, Yahiko, and others.
His sensei, the Third Hokage, was one of Jiraiya’s few peers.
Jiraiya was first offered the position of Hidden Leaf Hokage, but he preferred Tsunade. Jiraiya, the self-proclaimed Toad Sage, is one of the series’ strongest characters.
14. Danzo Shimura
Root’s chief, Danzo, works behind Konoha to achieve his goals. He and his childhood companion Hiruzen trained under the Second Hokage Tobirama.
Danzo became temporary Sixth Hokage while Tsunade recovered from Pain’s invasion on Konoha.
Might Guy is a shinobi like Jiraiya—silly yet powerful. Guy Sensei, a fan-favorite ninja, is underestimated by his opponents due to his shenanigans, but this may make him more dangerous.
Guy’s taijutsu skills are unrivaled. As a Leaf Village shinobi without ninjutsu or genjutsu, he has had to work twice as hard.
Guy’s ability to open the Eight Gates—points in the body that inhibit chakra flow—sets him apart, allowing him to fight Madara Uchiha to the brink.
For Naruto’s first big baddie, this may seem high. Orochimaru’s malevolent genius is underrated.
Orochimaru has many tricks because he has spent his life mastering every type of Jutsu and devising his own.
Orochimaru is one of the most dreaded shinobi due to his illegal Jutsu, especially the Reanimation Jutsu that revives fallen warriors.
His ability to summon legendary ninja makes him even more powerful in battle. Orochimaru is among the most powerful characters in this long-running saga.
Hiruzen Sarutobi lost his huge fight to Orochimaru, but it doesn’t imply he’s weaker than his protégé.
After Minato’s death, the Third Hokage is urged to become Hokage again and protect his community for centuries.
Hiruzen is a Hokage, which shows his power. Hiruzen is old in the original series. As a result, he has a tremendous arsenal of Jutsu for war, summoning, and survival.
Orochimaru beats him because Hiruzen taught him several of his Jutsu. Hiruzen dies because the former student knows his teacher well.
10. Itachi Uchiha

9. Obito Uchiha
Tobi evolved from funny relief to mastermind in a few episodes. Obito coyly commanded the Akatsuki from afar, but the huge baddie calculated every move. Even Itachi misjudged him.
Like Naruto, this Uchiha clan member rises from nothing to greatness. Obito becomes one of the series’ most powerful villains after Rin’s death.
Obito deserves a position on our countdown after fighting Akatsuki members alone.
8. Asura, Indra Ōtsutsuki
They’re so evenly matched that they tie for the strongest shinobi. Indra and Asura Ōtsutsuki still fight, but only via their righteous progeny.
After Madara Uchiha and Hashirama, Naruto and Sasuke took over, although the Uchiha, Senju, and Uzumaki clans fought for ages.
Two powerful shinobi were Hagoromo Ōtsutsuki’s sons. While both were skilled, Hagoromo chose Asura to continue his quest to bring peace and understanding to the shinobi community.
Indra, the firstborn, was shocked, and epic fights followed. Sasuke and Naruto’s bouts were as impressive as Indra and Asura’s.
7. Nagato (Pain)
Nagato co-founded Akatsuki. Nagato and the Akatsuki tried to create a peaceful shinobi world with childhood pals Yahiko and Konan.
However, events leading to Yahiko’s death prevented this dream from coming true, leaving Nagato and the Akatsuki exposed.
Obito seized over and changed the Akatsuki’s goals to peace by whatever means. They had good aims but reprehensible ways.
Nagato, known as “Pain,” controlled several fallen ninja and destroyed Hidden Leaf Village by himself.
After Naruto vanquished him, Pain was compelled to resurrect Kakashi, Jiraiya, and other Hidden Leaf shinobi. However, he died, and Naruto lost a potential ally.
6. Madara Uchiha
Madara Uchiha, a Naruto historical figure, founded the Village Hidden in the Leaves. He’s still part of the protagonist’s story.
Since Indra and Asura, the Uchiha, Senju, and Uzumaki clans have fought. When Madara Uchiha and Hashirama Senju fought for village rule, the two entwined souls were at their most destructive.
Their fight changed modern ninja culture. Madara’s visual and combat skills remain unsurpassed in the shinobi world.
After being resurrected by Orochimaru’s Reanimation Jutsu, Madara defeated the five Kages, Naruto’s most powerful ninja, on his own.
Madara Uchiha is a threat in any existence, even with his new talents.
5. Hashirama Senju
Hashirama Senju defeated Madara Uchiha, a powerful opponent in Naruto. Madara was believed to have died in his fight with the First Hokage, but no one knew for sure.
Madara orchestrated a world-ending plan using a devastated Obito Uchiha. However, after fighting his old friend Hashirama, he was too weak to carry out his plan.
Hashirama Senju was a powerful ninja with unusual wood Jutsu.
4. Sasuke Uchiha
Sasuke Uchiha, the last Uchiha survivor, may be the strongest.
Itachi was on his way to becoming the most powerful Uchiha member ever when his younger brother killed him, ending his already legendary shinobi career.
Sasuke used the Rinnegan, the most powerful of the “Three Great Dōjutsu,” to obtain power few Uchiha have ever had.
Sasuke is one of the few current shinobi who can threaten Naruto Uzumaki. He is one of Naruto’s most powerful characters and has defeated the Seventh Hokage many times.
Few shinobi can defeat Naruto Uzumaki one-on-one. Naruto is one of the strongest characters in the series due to his immense chakra and Nine-Tailed beast. This may not be clear after the first few dozen episodes.
The audience grows to think that Naruto, a no-talent youngster, may become Hokage as the story progresses. Despite his physical strength, Naruto’s leadership and ability to make friends are unmatched.
The Seventh Hokage can also give his chakra to other ninjas to create a mighty army.
He quickly becomes the show’s most powerful character—except for one—despite his initial lack of physical threat.
Hagoromo Ōtsutsuki is the first chakra-born human. He became the Sage of the Six Paths. He split the Ten Tailed Beast into nine Tailed Beasts.

His bravery and kindness were widely recounted as fables or fairy tales.
Hagoromo became the first and possibly most powerful jincūriki by sealing the Ten-Tailed beast inside himself alongside his brother Hamura.
Hagoromo is one of the most powerful and knowledgeable ninjas in Naruto, maintaining the Jutsu for the Uchiha clan, the Senju and Uzumaki, and his sons, Indra and Asura.
Kaguya Ōtsutsuki, the “Mother of Chakra,” was the first chakra wielding after eating from the forbidden God Tree.
Kaguya, the ultimate evil in the Naruto universe, is the most powerful antagonist Naruto and the shinobi have ever faced.
Kaguya can manipulate space and time, read minds, and see like no other ninja.
Princess Kaguya wins any one-on-one fight. Kaguya has always tried to do bad things, but Naruto, Team 7, and her sons Hagoromo and Hamura have always stopped her.
Naruto can’t defeat her alone. She’s Naruto’s strongest.
