How to Get Baleful Fragments

The primary way to obtain Baleful Fragments is by salvaging Legendary weapons at a Blacksmith, which can be found in many towns throughout the game.
However, not every Legendary weapon you salvage will give you Baleful Fragments. You’ll only receive them when you dismantle weapons with 400+ Item Power.
So, if you’re not quite at that level yet, you may need to level up your character a bit to reach a point where you can get a steady flow of these materials.
Why the 400 Item Power Threshold Matters

Item Power at 400+ is required not only in order to acquire Baleful Fragments, but also in order to apply Aspects to equipment.
For slots in items with 400 or more Item Power, there are difficulty levels for giving an Aspect imprint, requiring things like Baleful Fragments and Coiling Wards.
However, if the item has 399 Item Power or lower you won’t need the shards at all, only the Veiled Crystals. This implies that you should be cautious when attaining past that 400 mark because getting imprinting material may sometime prove a stumbling block.

- Farm World Events– These events are great for farming, as Elites in these areas often drop Legendaries. Additionally, you’ll earn Murmuring Obols by completing these events. You can spend these Obols at the Purveyor of Curiosities to have a chance at obtaining more Legendary weapons.
- Dungeon Farming– Dungeons are filled with Elites, making them a good place to farm Legendaries. Dead Man’s Dredge, located southeast of Kyovashad near Yelesna, is an excellent option for early-game farming. The start of this dungeon is packed with Elites, making it a quick grind. After clearing the initial enemies, exit, wait about two minutes, and reset the dungeon to run it again.
